You can do that, but you'll basically just be installing over the / (ie. root) partition like a new install.  You'll still need to run updates after a fresh install of 3.2.

The in-place, in series upgrade doesn't download that much new stuff.  It's probably comparable to someone running the Install Updates utility who hadn't done so in about a month.  You're better off, time wise, just keeping your current install of LL 3.0.  My understanding is it will update to 3.2 using the regular Install Updates utility anyway.
