Ah, there might be the reason for the confusion/misunderstanding.
There IS actually a very easy method for updating in between a series, i.e. from 2.0 up to 2.8. Obviously you haven't used it and did a new installation which would not have necessary.

In regard to your current issue on hand I'd suggest to rename your current home folder and create a new one, copying over the content from /etc/skel and making sure the permissions are correct. Then log in again so that the new virgin home folder gets used and see whether the issue still persists.
You also could test this by just creating another user of course.
