It appears that Telegram is available only as a Tarball, but Franz supplies a .deb file. You could always attempt using GDebi package Installer, BUT be advised there is no support for such packages. The end result might not be to your liking. You might consider learning to use Synaptic and GDebi Package Installer, as well as learning to install Tarballs. BUT REMEMBER, Lite doesn't support such endeavors. You'll be venturing into uncharted waters each time.
I do have 3 or 4 programs installed on my computers that are NOT in the Lite Software list. A couple aren't even available via Synaptic. I made the decision to install them on one of my laptops to see if I could get them installed and working. Once it worked on one laptop I did the install on the other laptop. To the best of my knowledge I never asked for assistance on this forum.
