As you've found 20GB can be a restriction for a working system. Suggesting good practice for partition sizes is difficult as everyone's needs are different. I think the 20GB recommendation may assume your /home directories are on another partition or that you aren't going to be keeping a lot of user data.
I have a couple of machines for general tasks. One has a 250GB SSD and is solely for LL ver 5.2 and the SSD is currently is 7% used. This machine also has a 1.5TB drive for user data which is 50% full. The choice to use the full SSD for LL was straight forward as I had no need to compromise.
The second machine came to me as a 1TB disk Win10 machine. I wanted to use LL on it but needed to retain W10 for some applications so needed to dual boot. I shrank the main Windows partition down to 300GB which left 200GB free space for W10 to use and set the LL partition to 200GB. 200GB is probably too much for LL but the machine had 600GB of free space and there is still 400GB unused space I can use for expansion of LL 5.2 or installing another system.
I understand it is possible to relocate partitions with gparted (or similar tool) but it's not something I've done.
I'm a bit confused by your post - are you also having a space problem installing updates in the LLite2 installation which has 60G and is showing 40G free ?
