1. The system IS up to date. You are ignoring a fact: LL 3.6 reached its end of life.
See the roadmap: series 3.x, "End of Support April 2021"
2. Upgrade. There is no path to UPGRADE from a major version to another. You need to install from a new ISO.

If the machine meets the requirements, than it should be easy. The installation process, is graphical. All you need to do is follow the on-screen guidance.
Please open a Terminal and type:
Code:
inxi -c 0 -ACdGMNSz
Then copy the output and paste it into a new post. The details will help us see if the upgrade is supported by the machine configuration.
