I've moved your thread to the Installing Linux Lite section and given it a new name as it isn't specific to version 7.4 Release Announcement.

Almost certainly. Setting language/keyboard during install may not be the best time to do it for a consistent result.
Complete the installation/full update/reboots using the language defaults and then change the language once the system is up. Does that work better ?
